Implemented nationwide and across all education levels, the regulation positions Azerbaijan among the first countries to introduce a comprehensive digital system for government-issued education documents on a national scale.

The beginning of 2026 marked a significant milestone in the digitalization of Azerbaijan's education system.

The Cabinet of Ministers of the Republic of Azerbaijan has approved new regulations ensuring the full electronic issuance of state education documents across all education levels.

The decision aims to accelerate digitalization in the education sector, organize document circulation in line with modern e-government principles, and enhance the accessibility of services for citizens.

Under the new decision, the Cabinet of Ministers’ Resolution No. 82 dated April 29, 2010 is repealed and replaced with new mechanisms aligned with digitalization and e-government principles.

Accordingly, diplomas, attestations, certificates, and their supplements for higher, secondary specialized, vocational, and general education will be issued as legally valid electronic documents.

The main advantages of new regulations:

  • State education documents will be issued electronically through the Education Centralized Information System
  • Data contained in education documents will be securely provided and accessed via the Electronic Government Information System
  • Documents at all levels of education will be equipped with barcodes to ensure prompt and online verification of their authenticity
  • Graduates will be able to access, share, and, if required, print their documents through their electronic portals at any time
  • The processes for issuing, revoking, and reissuing duplicate education documents will be carried out in accordance with standardized, transparent, and entirely digital procedures.

Additionally, the Cabinet of Ministers approved Resolution No. 2 on January 7, 2026, establishing the “Procedure for Issuing Certificates to Individuals Who Did Not Complete Any Level of Education for Various Reasons”.

According to the newly approved rules, certificates will be issued electronically to individuals who did not complete their education for various reasons through the Education Centralized Information System (TMIS), in compliance with the requirements of the Azerbaijani Law on Electronic Signature and Electronic Documents. These certificates will be delivered to applicants via their electronic accounts on the Electronic Government Information System (EGIS).

In line with the regulations, the information contained in these certificates will be securely provided and accessible through EGIS. Data presented electronically through the system will hold the same legal validity as documents issued on paper.

These regulatory changes are intended to increase transparency in the issuance of state education documents, simplify administrative procedures, enhance citizen satisfaction, and strengthen the institutional foundations of digital governance within the education system.
