According to gov.uk, under a new complaints system, universities in England that fail to guarantee the freedom of speech might be fined £500,000, or 2% of their revenue, and in certain situations risk losing public funding.

The regulator of higher education will look into complaints and may suggest that colleges reconsider rulings, make amends, or enhance their procedures.

Universities that violate their obligations under the Freedom of Speech Act may be subject to fines from the Office for Students, starting in April due to new requirements for provider registration.
