The Erasmus Mundus Master’s in Public Policy (Mundus MAPP) is a two-year, interdisciplinary joint master’s program launched in 2007 and delivered by a consortium of four leading European universities: Central European University (Austria), Institute of Social Studies (Netherlands), Institute Barcelona d’Estudis Internacionals (Spain), and University of York (UK). It aims to prepare students from around the world to tackle pressing transnational policy challenges, from climate change to financial governance, through rigorous academics, hands-on experience, and international mobility.

Eligibility

  • Bachelor’s degree (minimum 3 years) with at least Upper Second class (2.1), or GPA ≥ B+/3.17/4.0 (or equivalent)
  • Preferably in social sciences or equivalent; degrees in natural sciences or engineering are not eligible.
  • Mobility requirement: applicants must reside outside the countries of their chosen study track; at least two study periods in two different countries (min. 30 ECTS each).
  • Motivation statement required; work experience is optional but advantageous.
  • English proficiency needed unless exempt (e.g., degree in English from certain countries); accepted tests include TOEFL, IELTS, Cambridge C2/C1, or Duolingo

    • December 10, 2025 (23:59 CET): for applicants seeking financial aid or early self-funded
    • April 15, 2026 (23:59 CET): self-funded, non-EU/EEA applicants
    • July 1, 2026 (23:59 CET): self-funded, EU/EEA applicants
  • Duration: 24 months (2026–2028 cohort)

    • CEU (Austria) → IBEI (Spain) – Global Public Policy
    • CEU → York (UK) – European Public Policy
    • ISS (Netherlands) → IBEI (Spain) – Political Economy & Development
    • ISS → York – Governance & Development
  • Programme starts around September 2026 at IBEI in Barcelona for the second year; first-year institutions vary by track

Program Benefits

  • EMJM Scholarship (select outstanding applicants):
    • full tuition waiver
    • €1,400/month stipend for 24 months (max €33,600)
    • Contributions for travel, visa, installation, subsistence.
    • Health insurance provided (coverage extends 2 weeks before and 2 months after studies)
  • Institutional Scholarship: one per track;
    • 50 % tuition waiver
  • Other costs not covered include study visits (Year 1), winter school (Year 2), and travel/visa between origins and consortium countries—typically €600–1,000 per event

Application Process

  1. Choose your mobility track.
  2. Complete online application through CEU portal (no fee for Mundus MAPP alone)
  3. Indicate scholarship interest if applying by Dec 10, 2025.
  4. Upload all required documents before relevant deadline.
  5. Consortium jointly assesses applications; results timing:
    • EMJM scholarship decisions: around April 14, 2026 (first round)
    • Self-funded decisions: non-EU/EEA around May 15, 2026; EU/EEA around July 15, 2026
  6. Submit official academic records by July 31, 2026 regardless of outcome
