Kazakhstan has taken a significant step toward modernizing its education system with the adoption of a new framework for the integration of artificial intelligence (AI). On September 19, Minister of Education Gani Beisembayev and Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev signed a joint order approving the Conceptual Foundations for the Implementation of AI in Secondary, Technical, Vocational, and Post-Secondary Education for 2025–2029.

The document, developed on the instruction of the Head of State outlined in his Address to the Nation, establishes for the first time unified national standards for the use of AI in education. It covers key areas such as ethics, legal regulation, personal data protection, and academic integrity.

The framework, which covers schools and technical and vocational training institutions, provides a comprehensive roadmap for AI integration. It outlines plans for incorporating AI-related topics into curricula, creating digital textbooks, fostering AI literacy among students, promoting project-based learning, and enhancing teacher qualifications through a three-level model: Acquire, Deepen, and Create.

A key focus of the initiative is safeguarding the rights of children and upholding the professional authority of educators. The new rules on academic integrity and the ethical use of AI will be introduced in schools and colleges nationwide.

"The signing of this joint order opens a new page in the development of domestic education," stated Minister Beisembayev. "The concept not only defines strategic priorities but also establishes a clear implementation mechanism, a monitoring system, and a roadmap, ensuring the systematic, responsible, and safe use of AI in schools and colleges across Kazakhstan. It is crucial to understand that artificial intelligence does not replace the teacher but enhances their role. All significant decisions in the educational process remain with the person."

With this move, Kazakhstan joins a select group of countries to have approved its own national approach to AI in education, drawing upon recommendations from international bodies such as UNESCO, the OECD, and the EU.

Minister Madiyev emphasized the broader context of this initiative. "The integration of artificial intelligence into education is part of a wider strategy for the digital transformation of Kazakhstan. We are creating conditions for students to not just be users of digital tools but to become their creators. The concept will help raise a generation of specialists who are confident in working with the technologies of the future while preserving national values and academic integrity."

As a precursor to this full-scale implementation, elements of artificial intelligence have already been incorporated into the "Digital Literacy" and "Informatics" subjects for the 2025-2026 academic year. To support this, online courses have been developed for students, and specialized training courses are available for teachers.
