Kyrgyzstan Accelerates Digital Transformation in Education and Governance

Bishkek – Kyrgyzstan is making major strides in digitalizing its education system and public governance, marked by recent legislative and technological initiatives that aim to modernize institutions, empower educators, and improve public services.

Digital Code Signed into Law

On June 18, 2025, the Kyrgyz Parliament adopted the landmark Digital Code, and it was later signed into law by President Sadyr Japarov. This comprehensive legal framework unifies and updates national regulations related to digital data, telecommunications, artificial intelligence (AI), and digital services. The law aims to protect citizens' rights online, promote transparency, and accelerate the growth of Kyrgyzstan’s digital economy. It will officially take effect six months after adoption, allowing institutions time to adjust (Caspian Post).

Transition to Digital Education Records

Aligned with this modernization, Kyrgyzstan is phasing out traditional paper-based student records starting the 2025–2026 academic year. The new digital system will improve administrative efficiency, data accuracy, and facilitate better tracking of student performance and attendance. The switch to digital records is supported by platforms like Kundoluk and national electronic systems such as Tunduk (MuslimNetwork).

Kyrgyzstan has also begun uploading diplomas issued in 2025 to the Tunduk electronic system, marking a significant step toward fully digital educational credentials. This initiative will streamline verification processes and reduce administrative burdens on educational institutions (24.kg).

AI Training for Educators

To prepare for these technological advancements, the Ministry of Education is launching an online course on artificial intelligence for all teachers via the ustat.edu.gov.kg platform. This course aims to equip educators with foundational AI knowledge, enabling them to better understand and utilize AI in their teaching and administrative duties. The ministry is already leveraging AI to analyze large datasets related to student demographics and school infrastructure for more informed policy-making (24.kg).

However, alongside these opportunities, serious risks associated with AI use can also emerge.  Referring to these risks, Lira Samykbaeva, Deputy Minister of Education, noted, “Our task is to ensure equal access and clear rules for the use of artificial intelligence. Teachers must openly report where they used AI and teach students this. Transparency, honesty and awareness are the basis of correct digital behavior,”  (24.kg).

Kyrgyzstan’s digital reforms in governance and education reflect a clear commitment to modernization. The integration of digital student records, digital diplomas, AI training for educators, and comprehensive digital legislation signals a transformative shift towards a more efficient, transparent, and tech-driven future.
