The Ministries of Foreign Affairs and Science and Education of Azerbaijan have launched the Heydar Aliyev International Education Grant, designed to support outstanding international students pursuing higher education in Azerbaijan. The program also honors the contributions of Heydar Aliyev in securing Azerbaijan’s prominent position in the international arena.

Grant duration:
The scholarship is awarded annually for a period of five years, starting from the 2026–2027 academic year.

Number of scholarships:
100 scholarships will be awarded each year.

  • Member states of the Organization of Islamic Cooperation
  • Member states of the Non-Aligned Movement
  • Small Island Developing States
  • Countries sharing cultural, ethnic, and historical ties with Azerbaijan

Scholarship Benefits:

  1. Tuition fees: Covers tuition and language preparatory courses for Bachelor’s, Master’s, General Medicine, Residency, and PhD programs.
  2. International flights: One economy class flight per year to Azerbaijan from the student’s home country and back.
  3. Monthly allowance: 800 AZN (approximately 470 USD) per month for 10 months (excluding July and August) to cover accommodation, daily expenses, and educational materials.
  4. Medical insurance: Annual allowance of 200 AZN (approximately 117 USD) for medical care and medication.
  5. Visa & registration: Single-entry visa to Azerbaijan and temporary residence permit for each academic year.

Eligibility Criteria:

  • Azerbaijani citizens or individuals whose Azerbaijani citizenship has been terminated are not eligible.
  • Age limits:
    • Bachelor’s and General Medicine programs: under 35 years
    • Master’s and Medical Residency programs: under 40 years
    • Doctoral programs: under 45 years
  • Academic performance: Minimum GPA of 70/100 or 7/10 in previous studies.
  • Language proficiency: English (IELTS/TOEFL), Russian, Turkish, or Azerbaijani.
  • Required documents: Completed nomination form, copies of diplomas and transcripts, medical certificate (including HIV/AIDS and Hepatitis B/C tests), passport copy, CV, motivation letter, language certificate, local and international awards (if applicable).

Applications will be accepted through the SIACAS portal from 18 May 2026, 12:00 PM until 1 June 2026, 6:00 PM Baku time
