UCLA program offering priority transfer consideration to community college students

The program, created under 2023 legislation known as Assembly Bill 1291, applies to students who complete an Associate Degree for Transfer (ADT) in designated majors such as mathematics, geology and history. While it stops short of guaranteeing admission, participating students who are not accepted to UCLA but meet eligibility requirements will be redirected to another UC campus.

Initially, the pilot is limited in scope, both in the number of eligible majors and participating colleges, which include institutions such as Antelope Valley College, Bakersfield College, Cypress College and West Los Angeles College. By 2028, the program is expected to expand to four additional UC campuses and more academic disciplines.

The initiative is being viewed by some education advocates as a potential foundation for a broader, more streamlined transfer system. Currently, California’s transfer process to UC campuses is widely criticized as complex and inconsistent, with varying requirements across campuses and majors. According to a 2024 report by the California State Auditor, only about 20% of students intending to transfer from community colleges succeed within four years.

Supporters argue that adopting a system similar to the California State University (CSU) model where ADT holders are guaranteed admission somewhere within the system could significantly improve outcomes. However, UC officials have historically resisted such guarantees, citing the importance of holistic admissions that consider more than coursework and grades.

Despite optimism, uncertainty remains about how much advantage “priority consideration” will actually provide. Community college counselors say they have received limited guidance from UCLA on how applications will be evaluated under the new system, making it difficult to clearly advise students.

An interim report evaluating the pilot program’s effectiveness is expected by February 2027. Until then, educators and policymakers will be watching closely to determine whether the initiative can meaningfully improve transfer access or if broader reforms will be needed.
