Many English universities are taking excessive financial risks, which could jeopardize both their own stability and the larger higher education sector, according to a recent report by the Higher Education Policy Institute (HEPI). It draws attention to issues with excessive borrowing, quick student enrollment growth, an excessive reliance on foreign students, and the rise in franchised provision, in which educational institutions contract out the delivery of courses to third parties. 

Some universities have grown quickly, like Arden University, which has more than tripled in size in the last ten years, and Canterbury Christ Church University, which has nearly tripled in size. Additionally, HEPI highlights the vulnerability of institutions that recruit a large number of students from particular nations, such as China and India, to changes in the demand for international students. 

The growing number of first-class degrees is criticized in the report. It also raises the possibility that grade inflation is a marketing tool to attract students. It proposes limiting annual student growth to 5%, requiring universities to maintain financial buffers and minimum liquidity, and introducing a teaching resource cap to ensure institutions do not admit more students than they can properly support.

To protect students, HEPI also recommends that universities be responsible for providing adequate accommodation and teaching space, addressing issues such as overcrowding. Additionally, it suggests standardising degree classifications, taking into account the proportion of each grade awarded.

HEPI argues that these measures, while challenging, are necessary to improve the long-term financial sustainability of the UK higher education sector, which plays a vital role in the economy and society.
