Co-organised by the Council of Europe and the UN Office of the High Commissioner for Human Rights, with support from partners like the European Youth Forum and Amnesty International, the "Unleashing Human Rights" Forum is a fully-funded, three-day gathering in Budapest (9–11 December 2025). It brings together around 250 young human rights educators, activists, youth leaders, and policymakers from across the globe to advance and innovate human rights education for, with, and by young people.

Eligibility

  • Open to young multipliers, human rights educators (formal & non-formal), youth leaders, activists, representatives of civil society and governmental institutions involved in Youth or Education policy, partners of the Human Rights Education Youth Programme, and human rights institutions.
  • A global perspective encouraged: approx. 250 participants total, including about 50 from regions beyond Europe.

  • Location: European Youth Centre, Budapest, Hungary

Forum Objectives

  • Reflect on the achievements and challenges of human rights education today and assess its role in responding to global crises.
  • Identify innovative approaches, resources, and policy strategies, especially around digital rights, gender equality, climate justice, for mainstreaming human rights education.
  • Inspire and support youth activists in finding partners and resources for advocacy.
  • Shape the future of human rights education through contributions to the UN’s World Programme for Human Rights Education (2025–2029).
  • Draw lessons from 25 years of the Council of Europe’s Human Rights Education Youth Programme to guide future directions.
  • Build stronger international cooperation and solidarity among human rights education stakeholders.
